Is it a sign of desperation or just sad when politicians result to attacking the opponents family?

I have noticed it a lot lately. Rand Paul has faced this. Obama. Palin. Bush had issues with liberals mocking his daughter and so did Cheney. Is this a sign of sad times in politics?
