In Spore, i have 1 more city to capture but there are no cities left?

In order to build a spaceship i need to capture one more city in civilization mode but all of the cities on the planet have been captured by me... there are no more. i captured all of the spice geysers as well. and all my cities have a population and an income.... Help please?
